I predict that in January 2012 we will consider its provision on the motion to proceed to be irrelevant as Republicans continue to obstruct action on the majority party’s agenda. Democrats will disagree among themselves about when to block Republican amendments, but eventually Reid will have to pursue the tactic more than he now anticipates.
