“[The shooter] had been arrested 28 times . . .”

From a news article by Michael Schmidt:

The 43-year-old man, who had apparently been hired as a security guard for a party at the bar, was shooting into the crowd, according the police official . . . [The shooter] had been arrested 28 times, including five for firearms-related offenses, the police official said. The disposition of those cases was not immediately known. . . .

I guess maybe he was never charged or convicted of these crimes? If he had been, maybe they could’ve made it a condition of his parole that he not take a job as a security guard?? I’ve heard of “three strikes and you’re out,” but 28 strikes??? This reminds me of the horrible story of the hit-and-run driver with several traffic violations who “slowed briefly but then tried to speed away” after striking and killing a child.

From a statistical standpoint, we’re pretty high up on the ROC curve for these folks.
