In case there is another shutdown, I wanted to repost my graph of Clinton’s approval during the 1995-96 shutdowns. Again, the point is that — as measured by approval — Clinton did not clearly benefit from the shutdown, even if he is perceived to have “won” the battle with the Republicans.
