Boris posted some thoughts about the ideological positions of the Illinois governor and other leading politicians in the state, based on his estimates (with Nolan McCarty) using their votes in the Illinois legislature. My only comment was that open-seat primary elections are multicandidate free-for-alls in which a plurality is all that is necessary to win. Blagojevich won the gubernatorial primary back in 2002 with, according to my quick web search, 36% of the vote.
